This report presents an economic analysis of progress on implementing the community-based mental health services recommended in the Government’s mental health policy A Vision for Change (AVFC). The analysis is focussed on the resources required to implement the policy. It is contextualised within international developments on modernising mental health services, particularly in Europe. It was commissioned by Amnesty International Ireland and prepared by Prof. Charles Normand and Giulia Faedo at the Centre of Health Policy and Management, Trinity College Dublin.
